Hydroxypropyl Cellulose, (150-400mPa.s, 2 Percent in Water at 20deg C) is a propylene glycol ether of cellulose. In cosmetic and personal care product formulations it is used as a binder, emulsion stabilizer, film former, and a viscosity increasing agent. It can be used in products, hair products, eye and facial makeup, skin care products and shaving products. It appears as a white to off-white, odorless, powdered or granular solid that is insoluble in hot water.
